Mural Policy & Application

Adopted by the Oxford Board of Commissioners in November 2022, the intent of allowing murals within Oxford's City limits, including the ETJ, was to help provide a space of expression that serves the public interest. Murals increase community identity and foster a sense of place if they are located in a manner visible to pedestrians and are retained for substantial periods of time. 

Please refer to the mural ordinance for a more in-depth look into definitions and requirements. 

General Application Requirements for all murals:
  • Completed application form, including all appropriate signatures. 
  • Sketch of the proposed Original Art Mural or rehabilitation of the Vintage Art Mural. 
  • Building elevation is drawn to scale and one 8.5" x 11" reduction suitable for photocopying identifies:
    • the facade on which the original art mural is proposed
    • the location of existing and proposed murals
    • mural dimensions
    • height of the mural above the grade
    • the building eave/cornice and roofline
  • The site plan is drawn to scale and one 8.5" x 11" reduction suitable for photocopying identifies:
    • property lines
    • building location and facade on which the mural will be located
    • Names of streets that abut the site
    • north arrow
  • A written description of the type of mural (painted, mosaic, etc.) and details showing how the mural is affixed to the wall surface
