MEETING NOTICES

  • The Finance Committee for the Oxford Board of Commissioners will meet at 5:00 PM on Wednesday, May 20, 2009 in the Training Room, 1st Floor, City Hall, 300 Williamsboro Street. The purpose of this meeting is to review the budget for FY 2009-2010.
     
  • The Historic Preservation Commission for the City of Oxford will meet at 6:00 PM on Thursday, May 21, 2009 in the Training Room, 1st Floor, City Hall, 300 Williamsboro Street.

 

  • NOTICE OF PUBLIC INFORMATIONAL MEETING AND PUBLIC HEARING ON ANNEXATION OF 117 & 119 WEST QUAILRIDGE ROAD

    The public will take notice that, pursuant to Chapter 106A, Article 4A, Part 3, the Board of Commissioners of the City of Oxford will hold a public informational meeting in the Oxford City Hall Board Meeting Room, 3rd Floor, 300 Williamsboro Street, at 5:30 PM on Tuesday, May 26, 2009 and a public hearing in the Oxford City Hall Board Meeting Room, 3rd Floor, 300 Williamsboro Street, at 7:00 PM., on Tuesday, June 9, 2009 on the question of annexation of the territory described below. The plans for extending municipal services to said territory will be explained at both meetings. At the public information meeting, all persons, residents of owning property in said territory and all residents of the City of Oxford will be given an opportunity to ask questions and receive answers regarding the proposed annexation, and at the public hearing, all such persons will be given an opportunity to be heard.

    The report of plans for extending services to said territory is available for public inspection at the office of the City Clerk as of April 14, 2009.

    A legible map of the area to be annexed and a list of persons holding freehold interests in the area to be annexed who have been identified is listed in the office of the City Clerk as of April 2, 2009.

    The area to be considered for annexation is described as follows:

    Metes and Bounds Description of
    2 lots on West Quailridge Road – 117 & 119 West Quailridge Road

    Beginning at an iron stake located in the southern edge of the right of way of Quailridge Road, said stake being the northeastern corner of the hereinafter described property and the northwestern corner of property heretofore conveyed to Genevieve A. Lister and husband Michael Lister by deed dated July 27, 1977 and recorded in the Granville County Registry, and running thence South 05º30’ West 208.0 feet to an iron stake located in the property line of the now or formerly Thorndale Country Club property; thence with the property line of said Thorndale Country Club property North 84º 30’ West 280.0 feet to an iron stake located in the property line of the now or formerly N.C. State property; thence North 05º 30’ East 208.0 feet to an iron stake located in the southern edge of the right of way of Quailridge Road; thence with said right of way of Quailridge Road South 84º 30’ East 280.0 feet to the Point and Place of Beginning and being Lots 1 and 2 Block A of Quailridge Estate, Section No. 2 as shown on plat of Survey entitled “Map of Property of James I. Carey and W.G. Woltz, being a Re-Subdivision of Lots 1, 2, 3, 4 and 5, Block A, of Quailridge Estates, Section No. 2, Oxford Twsp, Granville Co., Oxford, NC” date November 1977, prepared by Johnnie C. Currin, Registered Land Surveyor. A copy of said Survey being attached hereto as Exhibit B.

    Owners of occupied dwelling units and owners of operating commercial or industrial property within the area(s) under consideration for annexation, as described above, are hereby notified that they have the right to request the extension of water and/or sewer lines to the property or to a point on a public street or road right-of-way adjacent to the property according to the financial policies in effect in the City for extending water and sewer lines. The request must be submitted on a form available from the office of the City Clerk and must be returned to that office no later than five (5) days after the public hearing in order to preserve this right.

    Owners of agricultural land, horticultural land and forestland within the area(s) under consideration for annexation, as described above, are hereby notified that they may have rights to a delayed effective date of annexation. G.S. 160A-49(f1) and (f2) provide the land being taxed at present –use value qualifies for delayed annexation, and land that is eligible for present-use value taxation but which has not been in actual production for the time period required by G.S. 105-277.3 may qualify for delayed annexation by making application to the Granville County Tax Assessor for certification. For qualified tracts, the annexation will not become effective for most purposes, including taxation and services, until the last day of the month in which the tract or part thereof becomes ineligible for present-use value classification under G.S. 105-227.4 or no longer meets the requirements of G.S. 160A-49(f1)(2). Until annexation of a tract becomes effective, the tract will not be taxed by the City and will not be entitled to services from the City.
     
  • NOTICE OF PRESENTATION ON COMPREHENSIVE
    PLAN FOR THE CITY OF OXFORD


    The Mayor and Oxford Board of Commissioners will hear a presentation from the Oxford Vision Committee on the comprehensive plan for the City of Oxford that would update the land use map and articulate a series of goals and policies that would guide the City in the near term, as well as long range. This presentation will be held in conjunction with the Agenda Session scheduled for Monday, June 1, 2009 beginning at 5:30 PM. The meeting will be held in the Board Meeting Room, 3rd Floor of City Hall, 300 Williamsboro Street.

 

  • NOTICE OF PUBLIC HEARING & ADOPTION OF PROPOSED CITY OF OXFORD BUDGET FOR FISCAL YEAR 7-1-2009 to 6-30-2010

    The proposed budget for the City of Oxford was submitted to the Mayor and Board of Commissioners on May 5, 2009. A copy is on file for public inspection during regular office hours in the office of the City Clerk at Oxford City Hall, 300 Williamsboro Street. Pursuant to N.C.G.S. § 159-12, a public hearing to receive input on the proposed budget will be held at 5:30 PM on Monday, June 1, 2009 in conjunction with the Agenda Session. Adoption of the proposed FY 2009-2010 Budget Ordinance will be held in conjunction with the Board of Commissioners Regular Session meeting on Tuesday, June 9, 2009 at 7:00 PM. Both meetings will be held in the Board Meeting Room, 3rd Floor of City Hall, 300 Williamsboro Street.
