OXFORD WATER WORKS: WATER, SEWER & GARBAGE
PRIVILEGE LICENSE
The Finance Department administers the
financial affairs of the City. This encompasses investing City funds;
maintaining accounting and financial records; billing and collecting all city
monies; including water and sewer utility accounts;
and preparing the annual
budget and Comprehensive Annual Financial Report.
NEW POLICIES

City Code § 9-28 requires that
garbage and recycling roll-out containers must be moved back to the house
after 9:00 pm for storage. If the carts are left out after 9:00 pm on the
scheduled service day, a one time courtesy letter will be sent to all
new accounts reminding the resident or business that the container must be
removed from the curb by 9:00 pm on the scheduled service day. If roll out
cart remains on the curb for 5 days after this letter is sent, a $25 fee
will be assessed and placed on the utility bill. If the container is not
rolled back to the house by 9:00 pm on subsequent scheduled service days a
$25 fee will be assessed and placed on the utility bill after verification

Steve McNally, Finance Director for the
City of Oxford, holds a BS in Accounting and a Masters in Business
Administration from Virginia Tech. Steve also has a BS in Computer
Information Systems from North Carolina Wesleyan
College. He is a licensed CPA in North Carolina.

UTILITY BILLING
Rates
Each year the City Council adopts a water and sewer rate. This rate
is generally adopted with the annual budget ordinance effective July 1st
of each year. However, this rate can be changed at any time during the
year.

New Accounts
New accounts must be set up in
person at City Hall, 300 Williamsboro Street, Oxford, NC by completing
the Water Sewer Service Application.
An application requires a deposit for service and
a $10 connection fee. The deposit will be based on service and
whether the customer is located inside or outside the city limits. The
deposit schedule may be viewed or printed by clicking
here.
When
submitting application, please bring driver’s license and social
security card. Your social security number is required to establish
service. If renting, a copy of your lease or rental agreement is also
required.
The City of Oxford will deny any application for
services unless all amounts are paid in full from old accounts.
Paying Your Bill
You may pay your bill one of
three ways
1. Mailing a check
to:

Include the bottom
portion of your bill with payment. If the bottom portion of the bill is
not available, include the name and address of the account
2. Paying the
bill in person at the Oxford Water Works office: 300 Williamsboro
Street.
Note: If you want a
receipt, please bring in both portions of you bill. A night deposit box
is available outside the office for after-hours payment.
3.Having your
bank account automatically drafted. Drafts will occur on the 10th
of the month. To make arrangements for drafting, call (919) 603-1120.
Closing Your
Account
You must notify this office to close your account when you are moving.
You will still be held liable for all water consumed at the service
address until you notify this office and provide us with an address to
send your final bill to.
Late Payments
Payment is due by the 10th of the month (5pm). A past
due charge of $10 will be assessed for payment after the 12th.
If payment is not made by the end of the 21st day of the
month (5pm), service will be discontinued.
For the first disconnection for non-payment, an
additional reconnect charge of $25 will be assess. For additional
disconnections for non-payment, a $50 charge will be assessed.

PRIVILEGE
LICENSE
Anyone who conducts
business inside the corporate limits of Oxford may need to obtain a privilege
license. A privilege license is an annual license and must be renewed each
year. The payment for the beer and wine license is due by May 1st and all
others due by July 1st.
