CITY MANAGER

The City Manager is appointed by the Oxford Board of Commissioners.  The City Manager is charged with managing and directing all daily operational activities of the City through direct communication with department heads.  The primary mission of the City Manager's Office is to assure that the laws of the State, City ordinances, resolutions, policies and regulations of the Board of Commissioners are executed correctly .  Duties of the City Manager include but are not limited to:

  • Attendance at all meetings of the Board of Commissioners and recommendations for adoption of agenda items, etc.

  • Preparation of monthly reports to the Board of Commissioners.

  • Budget and capital improvements recommendations in accordance with schedule adopted by the Commissioners

  • Supervision of all work of department heads and employees of the City. 

  • Increase public awareness, interest, understanding and participation in City issues, programs and services.

Mark F. Donham was named City Manager in June 2008. He has experience in the fields of management, finance, customer service, economic and airport development, major construction projects, revenue bond issues and strategic planning.  He attended the University of Southwest Louisiana and holds a bachelor of arts degree in political science and a masters degree in public administration from Louisiana State University.  He holds a variety of certifications in executive management.

DOWNTOWN EDC VISION

Tanya S. Weary reviews and evaluates work products, methods and procedures to ensure effective administration of the City Manager's Office.  Ms. Weary also advises the City Manager on Citywide program needs, and preparing and presenting aspects of programs requested by the City Manager.  She works primarily with the downtown Oxford commercial district.  She reports to a volunteer board of directors comprised of members of the downtown business community who own either businesses or property there.  She is responsible for maintaining and improving the vitality of the downtown through advising new businesses, strengthening, existing businesses through promotional and educational activities, and finding ways to improve the physical appearance of the downtown commercial area.  Ms. Weary holds a bachelor’s degree in English from the University of North Carolina at Greensboro and a master’s degree in public administration from the University of North Carolina at Pembroke.  She has been with the City of Oxford since February, 2000.  To contact Ms. Weary, she may be reached at (919) 603-1102 or by email.


CITY CLERK

The City Clerk serves as the official custodian of public records including, ordinances, resolutions, contracts, agreements and minute books.  The City Clerk is responsible for executing legal documents by affixing the proper signatures of City officials and attesting to their compliance with general statutes and local ordinances.  The Clerk attends all City Board of Commissioners meetings and writes the minutes of these meetings (listing of minutes can be found by clicking here); processes ordinances, resolutions and other actions of the Oxford Board of Commissioners. The Clerk also serves often as liaison between City officials and the public with respect to such matters as complaints, requests and suggestions.

Agenda sessions are held on Monday, one week prior to the second Tuesday of each month at 5:30 PM in Commission Room on the 3rd Floor of Oxford City Hall.  Any person desiring to appear before the Board of Commissioners may submit a request in writing, stating his or her name, address and purpose for appearing before the Board of Commissioners.  Requests shall be submitted in writing to the Office of the City Clerk:

Requests shall be received no later than 5:00 PM on the Friday prior to the day of the agenda session. 

City Clerk Donna B. Hosch is a native of New Jersey and has been with the City since 2004, becoming its first African American Clerk.  She is a Certified Municipal Clerk, is a graduate of the Berkeley School of Business, and a Certified Professional Secretary.  Ms. Hosch is a member of the IIMC as well as the NCAMC, and is Chairman of the Leadership Granville Steering Committee.
