ENGINEERING DEPARTMENT

Larry Paul Thomas has been with the City of Oxford over 6 years as the City Engineer & Director of Public Works.

Larry is a graduate of North Carolina State University with a BS in Civil Engineering Construction Option; Registered Professional Engineer in the State of North Carolina; State of North Carolina Grade III Wastewater Treatment License and State of North Carolina Grade A Surface Water Treatment License.

In addition to heading the Engineering Department, Larry is the administrative head for the Street, Water & Sewer, Meter Services, Garage, Cemetery, Public Works Administration Departments and the Wastewater Treatment Plant for the City of Oxford.   He also functions as the Stormwater Administrator for the City and represents the City as the Vice Chairman of the Tar-Pamlico Basin Association.

The Engineering Department provides an array of technical support and assistance to various City departments and to the citizens of Oxford.  Some of the predominant functions are as follows:

• Citizen Requests - New water and sewer service applications, water and sewer line location, mapping, transportation planning, property development, street resurfacing, sidewalk improvements, right-of-ways, etc.

• Development Review - Reviews site plans for conformance with City requirements and regulations as it relates to storm drainage, water and sewer, streets, soil erosion and pollution control, etc.

• Engineering Inspections - Provides inspection on the construction of water and sewer mains and street construction to conform to City requirements.

• Mapping - Water and sewer mains, streets, other infrastructure, and zoning and other important map and geographic data is maintained and updated.

• Records - Retention of as-built drawings, project files, inventory of water and sewer lines, storm drainage systems, GIS Mapping, etc.

The Engineering Department is located at City Hall, 300 Williamsboro Street.  Office hours are Monday through Friday, 8:30 AM to 5:00 PM.
